Job Description
Tompkins Consolidated Area Transit, Inc. (TCAT) is looking for a Manager of Safety, Security and Training to join our team. This person is responsible for providing technical expertise and oversees, develops, and implements programs and procedures in compliance with Federal and State regulations and company policies. This person also provides training to TCAT personnel in the areas of safety, drug and alcohol and security.

Job Responsibilities
The Safety, Training, and Security Manager oversees the new bus operator training program and trains new bus operators in all aspects of operations in conjunction with the Transit Service Supervisors. Also develops and maintains records of training completed for all TCAT personnel.

Additional responsibilities include:
• Sets the tone for ensuring all bus operators and maintenance staff are current with the training requirements of TCAT.
• Develops and administers retraining to experienced bus operators and maintenance staff to meet safety and operations requirements including training on new or modified equipment or procedures.
• Oversees driver trainer program to include administration, selection of driver trainers, performance, program improvements and driver trainer evaluations.
• Ensures all safety manuals, programs, policies and practices are current and meet the needs of the company.
• Resides as the expert in OSHA, CDL and Article 19-A compliance and regulations.
• Initiates accident investigation and reporting; responds to accidents, cooperate with police investigations, obtain accident reports, provide reports to insurance offices.
• Responds to personal injury and vehicle accidents, completing on-scene investigations, and preparing / submitting corresponding reports to insurance carriers.
• Develops security procedures that can be applied to the TCAT facility and its service vehicles.
• Oversees and administers the security access system.
• Oversees the security cameras for buses and facilities and will preserve video as needed.
• Oversees TCAT’s drug and alcohol program and policies including drug and alcohol random, pre-employment and post- accident testing.

Job Requirements
Qualified candidates for the Manager of Safety, Training and Security position must have:
• Associates degree or formal training of two years beyond high school
• Must possess valid CDL, Class B driver’s license or obtain one within six months of hire
• Possess NYS 19A examiner’s certification or obtain one within six months of hire
• Must have two or more years of safety experience and/or driver safety experience preferably in the transportation industry.
• Must possess strong coaching and training skills with the ability to interpret and explain regulations to others.
• Two or more years of supervisory experience required preferably with bargaining unit employees.

Job Requirements
Qualified candidates for the Bus Driver position must have:
• High school diploma or equivalent
• Must be at least 21 years of age
• Possess clean and valid Commercial Driver's License (CDL) or be willing to obtain one
• Meet NYS Vehicle and Traffic Law's 19-A requirements, including physical examination
• Drivers must pass a background check and pre-employment drug test as well as be subject to random drug and alcohol testing
• Possess good knowledge of safe driving practices and vehicle traffic laws and regulations
• Must be able to drive in all types of weather
• Possess good communication and customer service skills and professional attitude
