TCAT Title VI-Civil Rights Policy

Tompkins Consolidated Area Transit, Inc. (hereinafter, known as “TCAT”) is a transit provider operating in semi-rural Tompkins County, NY, population 105,740, and the City of Ithaca, the county seat, with a population of 32,108.  (Source: U.S. Census, 2020 ), and operating less than 50 vehicles in peak service.   TCAT contracts with Gadabout Transportation Services, Inc. (hereinafter, known as “paratransit subcontractor” or “Gadabout”) to provide its parallel service as required by the Americans with Disabilities Act. As such, Gadabout’s paratransit services are covered in this document. Per ADA requirements, complementary service must be provided within ¾ mile on either side of each fixed route as well as ¾ miles radius at the end of each fixed route. In 2023, TCAT provided 2.2 million annual trips across its urban, campus and rural fixed routes. TCAT Policy: Public Notice for Fare Increases and Major Service Reductions Purpose: To establish a procedure to solicit public comments on proposed fare increases and proposed major service reductions, as required by federal and state regulations.   Objectives: The aim of this policy is to avoid disparate impact on persons of color, persons with low-income as generally defined by 150 percent of the poverty rate and LEP populations, based on U.S. Census and other data.
